[grsec] Deny creating outbound sockets with ONE exception

Hi there! 

Is it possible to forbid creating outbound sockets with socket_client and
socket_client_gid with ONE exception. One outbound socket to a static ip
address + port should be possible. 

Can I make this work without using the gradm-stuff or how can I set it up
easily?
