[grsec] Bind segfaults on restart linux-2.4.29-2.1.1

I am running bind-9.2.4-5_EL3 on this machine. I have also been using 
the grsecurity on a bunch of other systems without any trouble, 
including a gentoo server running bind-9.2.2-r3. It seems to be 
something specific to this redhat system..
