[grsec] x86_64/ioport.c needs to be patched too

Hello Brad!

The x86_64/ioport.c could use the same changes as the i386 one around 
CAP_SYS_RAWIO, both 2.4 and 2.6 kernels in sys_ioperm/sys_iopl.
I am unsure if the tss_init change is intentional and needed.
