[grsec] grsecurity-2.1.9 + ntpd hangs the kernel

Hi,

I've tested a recent grsecurity 2.1.9 snapshot and found that
starting ntpd hangs the kernel (only sysreq still responds, SAK doesn't
work).
I was not sure if it's really a grsecurity problem, so I tested kernel
2.6.16.9 with grsecurity-2.1.9-2.6.16.9-200604201845.patch (the smaller
one) and without it patched in. The result is that starting ntpd only
works without grsecurity.

I attached the .config of the -grsec patched kernel.
