[grsec] Restrictions on /proc/<pid>/[maps|stat] - relax for /proc/self?

Well, it's a trivial change so here's a patch.

Although it seems simple enough to me, I'm far from expert in kernel code
and while I don't think it's buggy or opens up a hole in ASLR, I certainly
wouldn't guarantee it, again due to my lack of experience with this sort
of thing.
