[grsec] security question

HI,

I am new in grsecurity and I have a question.

There's a program, which use a very important password, to authenticate to
another systems. This password is stored in a file (for example:
/etc/mypassword). I would like to create an admin account, who can manage
the whole system as root, but he has no access to this password file and
can not manage grsecurity, kernel, boot loader,....

Can I do it with grsecurity?
