[grsec] Learning stuck at rsync

Purely a guess but if rsync has created/accessed/copied many files
during the learning phase then gradm may be having a tough time trying
to reduce these.  When I did full system learning I tried to avoid any
backup or other procedures that did heavy disk access, but gradm has
improved greatly since then and I've not tried it since.
